HE, rooting in 6 of 156 aid projects that Soviet Union constructed during the first five-year plan, is the largest base for research and manufacture of power generating equipment and vessel power units and for exportation of complete equipments.

As subsidiaries of CNEEC, China Electric Design and Research (CEDRI) Institute participated in the new construction, extension and technical transformation of HE and its subsidiaries such as Harbin Electric Machinery Co., Ltd, Harbin Turbine Co., Ltd, Harbin Power Plant Equipment Cooperation (HE) (QinhuangDao), Jamusi Electric Machinery Co., Ltd and Acheng Relay Co., Ltd. It was awarded golden prize for State Excellent Design, several ministerial and industrial prizes or Excellent Consultation and Design.
